Cadmus is seeking a senior finance and procurement leader to support the implementation of USAID’s Latin American Regional Disaster Assistance Program.
The Senior Finance and Procurement Team Leader will report directly to Cadmus’ Controller in the Cadmus U.S. Home Office, with in-country support to the project’s Chief of Party (COP).
This position is based in San Jose, Costa Rica, with up to 20% travel anticipated. This limited travel will primarily be focused on training and coordination between Cadmus home office and main project locations in the region.
Successful candidates are required to be fully proficient in English and Spanish. Portuguese language proficiency is a plus.
The Senior Finance and Procurement Team Leader will direct the project financials, invoicing, cash management, procurement, AR / AP, and be held responsible for sound and compliant international financial management functions.
The Senior Financial and Procurement Team Leader will have several direct reports within the San Jose office, and potentially in other locations.
The leader is expected to deliver outstanding quality work products, support the delivery of the program, maintain the highest compliance and ethical standards while supporting all aspects of this regional program delivery, during and between disasters.
This position is part of Cadmus’ International Development Team within the Cadmus’ Government Services Division.
Manage contract budget according to federal acquisition regulations and procedures, ensuring compliance with U.S. government Federal Acquisition Regulations (FAR), USAID Acquisition Regulations (AIDAR) and USAID Automated Directives System (ADS)
Develop, implement and maintain financial policies and a system of internal control in conformance with best practices, federal regulations, and Cadmus’ ISO-related procedures
Train project finance and operation personnel in program-specific financial procedures
Develop a cash flow plan for overall programmatic and contract activities
Oversee financial management of expenses associated with country plan allocations, contract of services, and procurement of goods
Develop metrics for program financial success, including identifying internal control weaknesses and implementing enhanced business practices to strengthen the system of internal control
Prepare financial monthly and quarterly reports for Cadmus Home Office team, managing petty cash, cash on hand, and reconciling currency exchange as needed for monthly finance management and FAR and ADS compliant timely invoicing
Responsible for the overall finances for the contract
Required Qualifications :
BA / BS in business, finance, economics, purchasing or related field, with 7-10 years of finance and / or procurement related experience.
An advanced degree with 10 years of experience in the international development area is highly desired.
Full professional proficiency in Spanish and English
Demonstrated knowledge and application of Federal Acquisition Regulation (FAR) requirements and U.S. Government contracting.
Past relevant experience working with a professional services consulting firm, USAID-funded project, and / or the Federal Government is highly preferred.
Proficiency in MS Office Suite and Quickbooks.
Ability to handle a high-volume workload and maintain a positive and professional attitude.
As a representative of Cadmus, possess the ability to demonstrate professionalism and sound judgment in interactions with clients and colleagues.
