    We are presently identifying candidates for the following position : Drug Incinerator Operations Advisor Specialist Advisor II (CARSI Costa Rica) .

    This candidate will work with Dept. of State, International Narcotics and Law Enforcement (DOS-INL) in San José, Costa Rica on the Central America Regional Security Initiative (CARSI) contract.

    The CARSI contract, one of the largest and most sophisticated multi-lateral security efforts in the world, provides funding for the US Government to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts.

    This initiative will focus on a series of Policing, Specialty, IT and Administrative roles. Requirements and responsibilities for this role are as follows :

    Minimum Qualifications

  • Local National
  • The candidate must be able to pass an ATSG background investigation to begin employment and must obtain and maintain a RSO certification to gain Embassy access and be eligible for continued employment.
  • Valid Costa Rican driver license B1
  • Bachelor’s Degree in Science (Maintenance / Industrial Engineering) or equivalent required. (Four years of documented technical experience may be substituted for academic degree).
  • English FSI level 4 / 4
  • Spanish FSI level 4 / 4
  • Relevant work experience at least 4 years.
  • Word, Excel, Outlook, PowerPoint experience of at least 4 years.
  • Technical English writing experience of at least 3 years.
  • Excellent multilevel communications skills
  • Maintenance Industrial operations and waste disposal experience at least 2 years.
  • Must be capable of working in extreme controlled and surveillance conditions with highrisk operations.
  • Indoor and outdoor environments with regular tropical weather heavy rain, average temperature of 30 degrees centigrade, extreme humidity at times, and thunderstorms in the rainy season.
  • Good analytical skills are required.
  • Preferred Qualifications

  • Drug Incinerator operations certificate required provided by manufacturer (INL PENNRAM)
  • Ability to perform unofficial translations of written documents into Spanish and English and to draft clearly and succinctly in English.
  • Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources.
  • Superior communication and interpersonal skills.
  • Demonstrated ability to work independently on projects and issues within overall policy guidelines.
  • Demonstrated communication and liaison skills appropriate to work with a wide variety of governmental, public, and private sector representatives, as well as with local community members and groups.
  • Demonstrated skills in document record and control, and on-line document record keeping.
  • Must be proactive to address possible issues or roadblocks to accomplish desired results in a timely manner. Employee use of personal protective equipment (PPE) is required for some situations.
  • PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices.

  • Must comply with all Costa Rican Firefight Department regarding hazardous material and OIJ’s Safety Regulations as well as COVID-19 protocols and U.
  • S. State Department and Embassy San Jose safety policies.


  • Evaluating the current OIJ drugs destruction operating manuals and identify areas for improvement and making those updates.
  • Designing and implementing a drug incinerator (equipment) manual based on the manufacturer’s original.
  • Evaluating destruction schedules and coordinating destruction operations to maximize the equipment’s utility.
  • Estimating drug destruction costs for OIJ’s review, action, and control.
  • Drafting and designing the layout of necessary equipment, materials, and workspace(s) to obtain maximum efficiency.
  • Designing and implementing thorough and meticulous training for drug incinerator operators.
  • Designing and implementing the maintenance manual of the equipment, designing and implementing drug destruction operations report, enforcing quality control standards to reduce waste and abide by local environmental regulations.
  • Establishing destruction operations sequence to determine worker functions and responsibilities.
  • Applying statistical methods and perform mathematical calculations to determine destruction processes, staff requirements, and production standards.
  • To be successful as a Technical Advisor, the candidate must be passionate about his / her job performance with discipline and demonstrate strong logical and critical thinking skills as well as excellent control of documents.
  • The Technical Advisor must be able to assist the Judicial Police (OIJ) to prepare and initiate operations of the drugs incinerator by providing support as follows : To develop Standard Operating Procedures, file operations reports.
  • Develop and conduct Monitoring and Evaluation of the operation of the equipment. Develop and enforce safety procedures, waste disposal, and provide any other needed support to conduct successful incinerator and drug destruction operations.

  • The Technical Advisor will develop the following manuals : Equipment Maintenance Training manual for operators Revise OIJ's drug destructions manual, and any other manuals needed for a successful operation.
