  • Executive Analyst I / II (U) - Office Of Employee Relations (1902224)About the Department
  • TheCity of San Jose invites applicants for the position of Executive Analyst inthe Office of Employee Relations, a division of the City Manager's Office.

  • The Office of Employee Relations' primaryfunctions are : labor negotiations;administration of labor contracts; investigation of employee performance,misconduct, and discrimination and harassment issues;
  • employee-related policydevelopment and interpretation; disability accommodation; and training. The Office of Employee Relations also managesthe City of San Jose's Whistleblower Hotline where City employees, customersand residents can raise concerns about City services.

    The City of San Jose has approximately 6,600employees, and the primary goals of the Office of Employee Relations encourageeffective employee relations, support a positive, respectful, and productivework environment, and enhance the City’s ability to deliver efficient, qualitycustomer service.

    Theactual salary shall be determined by the final candidate’s qualifications andexperience. In addition to the starting salary, employees in thisclassification shall also receive an approximate five percent (5%) ongoingnon-pensionable compensation pay.

    Thisposition performs professional level administrative work for the Office ofEmployee Relations. Some of the duties of the position may include :

  • Researching,interpreting, and analyzing labor contract issues
  • Conductingsurveys of other employers regarding pay and benefits
  • Consultingwith and advising supervisors on employee performance and conduct issues
  • Participatingin various aspects of labor negotiations, including attending labor negotiationsessions, drafting proposals / correspondence, and conducting cost analysis ofproposals
  • Developingand interpreting employee-related policies
  • Givingoral presentations to small and large groups of employees and supervisors onemployee relations issues
  • Conductinginvestigations involving potential employee misconduct, including writinginvestigative reports, and assisting departments with the disciplinary processwhen needed
  • Makingdecisions quickly and at times with limited supervision
  • Carryingout other special projects as assigned
  • Qualifications

    MinimumQualifications

  • Education : Completion of a Bachelor's Degree in public administration, business administration or a related field from an accredited college or university.
  • Experience : Executive Analyst I (U) None. Executive Analyst II (U) Two (2) years of increasingly responsible professional staff analytic or administrative experience at the level of Analyst I with the City of San Jose.

    SelectionProcess

    Theselection process will consist of an evaluation of the applicant's training andexperience based on the application and responses to the Job SpecificQuestions.

    Only the candidates whose backgrounds best match the position willbe invited to the interview and written examination phases of the selectionprocess.

    Thesupplemental questionnaire is required for all applicants and must be submittedalong with the resume and a cover letter.

    Responses to questions #1-4 should not exceed a total of three (3)pages. The supplemental questionnairewill be used to assist in the selection of applicants that will be invited toparticipate in an interview process and will be assessed for both content andwriting ability.
