Cadmus is seeking a strong team leader to support USAID in the implementation of a disaster risk management and response program for the Latin America and Caribbean (LAC) region.

The Program Manager (PM) position is based in San Jose, Costa Rica with international travel up to 50% of the time. Successful candidates are required to be fully bi-lingual in English and Spanish.

Portuguese language proficiency is a plus. The Cadmus PM will serve as the Deputy to the Chief of Party (COP), also based in San Jose, Costa Rica.

The PM will support the production of outstanding quality work products, while co-managing and empowering a team of multi-disciplined technical, logistics and administrative staff members located across the region, in approximately 30 countries.

This position is part of Cadmus’ International Development Team within the Cadmus’ Government Services Division. The ideal candidate is a resident in any Latin American Country, or may also be a U.S. Citizen.


The PM will lead the Sub-Regional Management Staff and will serve as the coordinator for the Disaster Response Surge Consultants.

Additionally, the PM will work as Deputy to the COP in support of the overall program and USAID objectives. More specific activities include, but are not limited to, those that follow :

  • Work with the Chief of Party in the design and implementation of Country Plans, Annual and Quarterly Work Plans for the program.
  • Guide and approve the Regional Manager’s Annual Work Plan for their Regions : Andean, Caribbean, Central America and Mexico, South Cone.
  • Administer the allocation of Thematic Consultant’s time to maximize the provision of technical assistance in support to the countries requiring assistance.
  • Approve Regional Managers’ time sheets and administrative requests for funds for each region.
  • Work closely with Regional Managers to ensure the consistency, quality and timeliness of consultant services provided to country requests.
  • Provide guidance and ensure linkages to USAID’s Bureau for Humanitarian Assistance (BHA) regional strategic priorities.
  • Participate in BHA / LAC’s in budgetary regional allocations recommend by the Regional Managers in support of the Country Plans and regional needs.
  • Evaluate the status of RDAP implementation per Region according to plans and assess progress towards expected outcomes.
  • Identify organizational strengths and weaknesses which promote and impede program success.
  • Provide direct support to Regional Manager’s request for guidance and technical assistance in support of programmatic issues.
  • Facilitate regional meetings and events and prepare power point presentations as required.
  • Identify and participate in selection of program personnel.
  • Accountable for program deliverables on a timely manner and within expected cost.
  • Qualifications

    Required Qualifications :

  • Advanced degree in related disaster management field and a least 10 years relevant work experience in developing countries, preferably LAC, or a Bachelor’s degree in related disaster management field and at least 10 years of work experience in developing countries to include experience in positions of responsibility in international development / humanitarian assistance programs, experience in Disaster Risk Management, and experience in disaster preparedness, training, mitigation, and response activities.
  • At least 10 years work experience in Latin America in disaster management field.
  • Familiarity with the governmental disaster organizations in the region and experienced in engaging with high-level officials in Latin America relating to disaster response and preparedness.
  • Experienced in developing and implementing country-level plans pertaining to disaster response and preparedness.
  • Experienced in leading and / or supporting training in LAC region, including that related to disaster preparedness and surge response.
  • Knowledge of LAC government procedures / practices pertaining to disaster response and preparedness.
  • Experienced with USAID, ideally on regional disaster preparedness-related projects.
  • At least five years of mid-level management responsibilities, including program strategic planning, budgeting, monitoring and evaluation, in developing countries.
  • Proficiency in Spanish Level 4 minimum required, Level 5 preferred, and English Level 5 required. Knowledge of Portuguese desired.
  • MS Office Suite.
  • Excellent planner and communicator (written and verbal).
  • All key personnel may be required to deploy to a disaster site to fulfill a variety of needs, including but not limited to, damage assessment and needs analysis, supervising the work of Contractor staff in LAC, and reporting and oversight of relief operations.
  • They may also be required to participate in BHA’s periodic Regional Advisors meetings and other BHA activities; travel to Contract- funded activities to ensure appropriate implementation;
  • and participate in coordination mechanisms associated with the conduct of Contract activities, as approved by BHA.
