    Thesalary range for Division Manager is $109,507.65 - $167,258.25. The actualsalary shall be determined by the final candidate’s qualifications andexperience.

    In addition to the starting salary, employees in the DivisionManager classification shall also receive an approximate five percent (5%)ongoing non-pensionable compensation pay.

    As the 10th largest city in the United States, San José's CodeEnforcement Division provides exciting opportunities for Code EnforcementProfessionals to make significant contributions and advancements to theprofession in the areas of stakeholder partnerships, ordinance and policydevelopment, data and performance analytics, community-based plans,environmental protection, and other staff and policy implementation activities.

  • The Division Managers perform work of considerabledifficulty, involving supervision of Code Enforcement Supervisors, and staffconcerned with the enforcement of various City codes and ordinances related tozoning, housing, blight and related health and safety areas;
  • coordinate withother City programs and departments including the City Attorney's Office, SanJose Police Department, and HousingDepartment, and provide technical assistance in legal cases and ordinancedevelopment;
  • attend community meetings and engage with customers, and workdirectly with elected officials. The incumbents act on behalf of the CodeEnforcement Deputy Director in matters relating to divisional responsibilities.

    The Code Enforcement Division Managers report directly to the Code Official / Deputy Director and are responsible for the day-to-day operations of assignedCode Program functions within the Planning, Building and Code EnforcementDepartment.

    Duties include, but are not limited to the following :

  • Planning, implementing and evaluating Department and Division programs.
  • Developing and implementing goals, objectives and guidelines.
  • Participating in and advising on the development of department policy.
  • Preparing and implementing Division work plans, capital improvement and / or operations budgets.
  • Authorizing expenditures; directing allocation of grant funds, negotiating contracts, administering agreements.
  • Supervising program managers and staff including hiring and selection; establishing performance measures and tracking;
  • developing training programs; reviewing and approving work products prepared by Division staff.

  • Providing advice and consultation to program managers, supervisors and staff.
  • Preparing and presenting reports and information to the City Council, boards and commissions.
  • Directing enforcement and compliance with federal and state laws, rules and regulations and local codes and standards.
  • Representing the Division in meetings with community, business and industry groups, professional organizations and governmental agencies.

    Minimum Qualifications

    Education : Bachelor’s Degree from an accredited college or university in a closely relatedfield.

    Experience : Six (6) years of progressively responsible experience directly related to codeenforcement or other regulatory agency, including three (3) years ofsupervisory experience.

    Licenses or Certificates : Valid CA Driver’s License
