    The San José CityCouncil consists of ten Councilmembers elected by district and a Mayor electedat-large, each for four-year terms.

    The Mayor and Council are responsible forrepresenting the residents of San José, providing accountability, reviewingpublic policy and programs, and adopting those policies which best meet theneeds of the residents, visitors, and businesses in San José.

    The Mayor serves as thepolitical leader in San José, and under the City Charter, is responsible forrecommending policy, program, and budget priorities for the City.

    Positions & Duties

    The Office of Mayor SamLiccardo is recruiting for a full-time Council Policy & LegislativeAdvisor. This position serves as a key member of the policy team for MayorLiccardo, working on several priority initiatives, making recommendations, anddeveloping action plans for meeting the Mayor's policy objectives.

    Thisposition will focus on policy areas including, but not limited to : Sustainability, Transportation, Environment, Water, Energy and Parks.

  • The position requires anemployee with strong and effective organizational skills; ability to handlemultiple assignments;
  • excellent written and oral communication skills, and theability to develop and maintain effective and collaborative workingrelationships with community members and neighborhood organizations, keystakeholders, and City staff.

    Candidates must be willing to workfrequent evenings and weekends, and as exempt management employees, are noteligible for overtime compensation.

    Employees in thisclassification are not members of the classified civil service and areappointed "at will." Each appointment is for a specifiedperiod of time to be determined by the appointing Mayor and does not extendpast the end of the elected official's or appointing authority's term.

    Thisunclassified position requires a disclosure of outside investments, realproperty interest, income, and business positions.

    The Council Policy &Legislative Advisor will be primarily responsible for thefollowing tasks :

  • Lead initiativeswithin an assigned policy portfolio and drive policy priorities throughgovernment and legislative process.
  • Research best practices on assigned policyportfolio.

  • Gather backgroundinformation relative to issues pending before the City Council.
  • Preparation orassisting in preparation of speeches and talking points for the Mayor.
  • Develop andmaintain positive working relationships with council offices, communityorganizations, residents, business community, non-profit organizations, and governmentagencies as they are key partners on policy and as a representative of theMayor's Office.
  • Coordinatingarrangements for meetings, programs or other civic functions on behalf of theMayor.
  • Attend meetingsand community events with the Mayor, requiring availability on evenings andweekends.
  • Gatheringbackground information relative to issues pending before the City Council,specifically focused on sustainability, transportation, immigration, environment,water, energy, parks, and supporting the government relations function for theMayor.
  • Analyzing a widevariety of materials on assigned projects, programs, and topics.
  • Responding toconstituent inquiries and issues, resolving complaints, and interpretingoperating policies for residents of the community and other interested parties.
  • Attending andrepresenting the Mayor at City-related meetings and activities, meeting withgovernmental agencies, private industry, and related meetings.
  • Performs other dutiesof a similar nature or level as required.

    Minimum Qualifications

    1. Education : Bachelor of Arts / Bachelor of Science in Public Policy, Public Administration, or closely related field is required.

    2. Experience : Any combination of training and experienceequivalent that provides the knowledge, skills and abilities to advise theMayor on matters of public policy, democratic processes, constituent service orcitizen involvement.

    3. EmploymentEligibility : Federal law requires all employees to provide verification of theireligibility to work in this country.

    4. Licenses or Certificates : Valid California Driver's License may be required.

  • Proficiency in the useof software applications such as Microsoft Word, Power Point, Excel, Outlook,or equivalent.
  • Ability to effectivelyplan workflow and manage multiple projects to deliver quality products in atimely manner evidenced by and through strong organizational, administration,and management skills.
  • Ability to expressthemselves clearly and concisely, both orally and in writing (email, letters,report writing and editing).
  • Skill in researchtechniques and applications - collecting, compiling, analyzing, andinterpreting data.
  • Strong work ethic,professionalism, flexibility.
  • Ability to communicateeffectively with others and facilitate groups to achieve common objectives;understand and identify key issues and make recommendations in complexsituations.
  • Ability toestablish and maintain effective working relations with others and to provideexcellent service to internal and external customers, stakeholders andcolleagues.

  • Selection Process
