    Positions & Duties

    The Senior DevelopmentOfficer is a new mid-management level position in the Housing Department, andreports to the Director of the Department.

    This position willcollaborate with other managers and staff to provide technical assistance andguidance that improves policies, public outreach, program design andimplementation using a racial equity lens.

    The successful candidate will workwithin the organization as a strategic change agent to advance the City’s andthe Housing Department’s racial equity goals.

    The successful candidate willwork collaboratively within the Housing Department as a strategic change agentto advance the Department’s equity, diversity and inclusion-based initiativesand programming.

    In addition, the position will work to build communitypartnerships to strengthen the relationship and communication with the HousingDepartment.

    The position may participate on both a citywide and HousingDepartment equity team that includes managers and staff.

    The Housing Departmentis in the early stages of developing staff training modules, systems andstandards necessary to daylight racial disparities and to achieve betteroutcomes for all residents, regardless of their race or income.

    The SeniorDevelopment Officer will be responsible for a number of activities, including :

  • Facilitates the development and implementationof proactive equity and inclusion initiatives which will the support theHousing Department’s strategic plan;
  • Participates in the Housing Departments Equity teamand facilitates the development of a workplan, performance metrics, andreporting tools;
  • Supports the Divisions and teams to designimplementation plans that promote equitable outcomes and measurable impacts;
  • Develops, supports, and models a positive andproductive workplace culture and customer service emphasis based on equity, respect,and inclusion;
  • Develops and assists teams to apply a racialequity tool to Housing Department’s new and existing programs and policies byproviding technical support and recommendations;
  • Develops and maintains effective professionalrelationships with other requity practitioners within the organization, theCity and the County;
  • Strengthens community partnerships andcollaborates with community and / other partners;
  • Assists in identifying data gaps, systems tocollect this data and completes the collection and analysis of disaggregatedrace data to inform strategies and tactics for increased racial equity in Cityprograms and services;
  • Coordinates Language Access services within theDepartment, improving equitable access to information and services for San Jose’sLimited English Proficient (LEP) community members;
  • Reviews and analyzes policies as they relate tothe work of the Housing Department;
  • Assist the department employees to manage, learnfrom, and have productive yet difficult conversations when necessary; serves asan in-house, neutral mediator and facilitator;
  • Works with other departments, interest groups,stakeholders, and residents to coordinate policies relating to housing,community development, and neighborhood issues;
  • Provides best practices research on strategictopics of interest to the Department; and, oversee website pages and othercommunication vehicles to convey the City's interest in and support of programsand policies; and,

    Performs other duties as assigned.

    Qualifications

    1. Education : A Baccalaureate Degree from an accredited college or university with a major in Planning, Housing, Geography, Economics, Business Administration, Public Administration, Political Science, Sociology, Ethnic Studies, Communications, or a related field.

  • 2. Experience : Five (5) years of increasingly responsible professional level, directly related work experience involving diverse groups including government, non-profits, and grass roots community groups;
  • Two (2) years of supervisory or project lead experience.

    3. Employment Eligibility : Federal law requires all employees to provide verification of their eligibility to work in this country.

    Desirable Qualifications

    Three (3) years of experience, paid or unpaid, developing and managing programs addressing institutional and structural racism and its application to government policy and / or services.

    Experience developing and leading trainings focusing on race equity and social justice issues for professionals and / or members of the community is desirable.

    Experience analyzing and presenting housing-related programs using a racial equity lens.

  • Experience working with social justice, environmental justice and other community-based advocacy organizations who serve the needs of marginalized communities.
  • Fluency in a foreign language.

    Selection Process
