BlueForce is seeking to hire an IT Datapol Advisor to

support the US Department of State’s (DOS) Central America Regional Security

Initiative Program (CARSI) under the DOS Bureau of International Narcotics and

Law Enforcement Affairs (INL) Program.

DESCRIPTION

The IT Datapol Advisor supports the INL to help the Government

of Costa Rica (GOCR) to develop, enhance, implement and evaluate technological

platforms, hardware, software, and processes related to Police and Educational

reform areas and supporting the Ministry of Public Security in the DataPol

MINIMUM QUALIFICATIONS

  • US Citizen, Third Country National (TCN) or Local National (LN with RSO approval)
  • MRPT Security Clearance
  • A Bachelor’s degree in information technology systems or a related field from an accredited institution.
  • Five (5) years of experience supporting info Technology Management, Computer Science, or an IT development field.
  • Three (3) years of experience working in a training environment.
  • Two (2) years of experience with Microsoft Sever and SQL applications.
  • Demonstrated prior ability to work independently on projects and issues within overall policy guidelines.
  • Demonstrated communication and liaison skills appropriate to work with a wide variety of governmental, public, and private sector representatives;
  • as well as with local community members and groups.

  • FSI level 4 / 4 Spanish language communications skills.
  • FSI level 3 / 3 English
  • Demonstrated proficiency in Microsoft Office Suite.
  • Preferred Qualifications

  • Demonstrated experience working or coordinating with other relevant US government agencies (e.g., Department of Defense, DEA, CBP, USAID) and / or international organizations.
  • Previous experience working with Costa Rican law enforcement.
  • Duties

    DUTIES AND RESPONSIBILITIES

  • Works closely with the US Embassy INL / Costa Rica Police Advisor, INL Coordinator, INL Contracting Officer (CO), and INL Director.
  • Maintains open, timely, and effective communications with the INL / Costa Rica Coordinator and, resulting in a relationship that proactively addresses potential problems with flexible, workable solutions.
  • Keeps the INL Section informed of his / her activities through a Travel / Engagement Form and report on all travel activities in the Quarterly Report.
  • Supports the implementation of the United States Government and the Government of Costa Rica (GoCR) Bilateral Agreement and as defined in Letters of Agreement and Amendments.
  • Assists INL to help the GOCR to implement and institutionalize the Comprehensive Police Service Model (SIMEP) to include its three working areas (Quadrant Community Policing Plan, CompStat Accountability Measures, and IntelLed Policing / DATAPOL) in the Fuerza Publica.
  • Assist INL to train GoCR officers on analysis, collection of information, product standardization, profiles, and creation of mission processes, to provide advice to its users;
  • Analyze and support the INL developed information platform in use in Costa Rica and regularly suggest areas for improvement;
  • Assist INL to work with the Host Country development staff to integrate the database changes to ensure platform functionality;
  • Provide standard database administration and support, to include troubleshooting;
  • Develop, test and certify disaster recovery procedures;
  • Produce technical and end-user documentation of the business intelligence solution;
  • Create mock-ups of reports that address those necessities / deficiencies that have been identified;
  • Develop reports using Reporting Services or OLAP cubes using Analysis Services;
  • Test and debug the complete analytics and intelligence solution;
  • Provide database administration (Monitor performance tuning, database security, data maintenance);
  • Support DataPol database functions by designing and coding utilities;
  • Provide DataPol SQL Server Database programming and End User support;
  • Provide DataPol bug fixing and DataPol testing;
  • Prepare End User Guides and training plans for users of DataPol and end user training for government agencies;
  • Monitor computer equipment and the installation of high-speed internet in the police units;
  • Conduct and participate in different workshops, with personnel from different government institutions such as : Judicial Investigation Agency, General Prosecutor's Office of the Republic, Costa Rican Electricity Institute, Costa Rican Institute on Drugs, Ministry of Housing and Settlements, among others;
  • to deal with related issues in the DataPol system;
  • Remains current on new information technologies, hardware, software, upgrades, updates and compatibility issues and suggests applicable changes or modifications;
  • The position requires a work plan.
  • The position is located in San Jose, Costa Rica.
  • Travel is anticipated and required for this position to other locations throughout Costa Rica or other international locations on a recurring basis.
  • MONTHLY : Provide a summary of relevant program activity, progress toward desired impacts, recommendations for advancing program and U.
  • S. objectives project highlights and other relevant significant information including metrics, milestones achieved, and other relevant statistical data.

    Report on scheduled upcoming meetings, trainings, and other activities outlining dates and participants (due the second Tuesday of each month).

  • QUARTERLY : Quarterly Reports, including compiled monthly report quantitative data, an analysis of program trends, and an update on progress toward INL’s desired outcomes and impact goals, noting challenges, successes, future plans, and recommendations to INL.
  • Due within 30 days of the close of the reporting quarter.

  • ANNUALLY : Provide INL an End Year Summary of the last year and an estimate of progress toward reaching the three year goal of turning over responsibility to the GOCR an annual report detailing the results of each projected output, outcome, performance measurement and impact.
  • The candidate shall provide a FINAL REPORT. This report shall be a summary of the last year, specifically estimating progress toward reaching the long-
  • term goals of the position. It should also detail the results of each projected output, outcome, performance measurement, and impact.
