Job Summary

Reporting to the Senior Associate Vice President and in collaboration with the Department and colleagues across the campus, the Director of Maintenance & Infrastructure Projects is responsible for the leadership, administration, management, and supervisory oversight of all services and functions of the Maintenance & Infrastructure unit within Facilities Development & Operations.

The unit ensures maintenance and infrastructure projects for the campus are managed with the CSU standard.

The Maintenance & Infrastructure Projects unit of Facilities Development & Operations provides services to a University campus spread across five sites comprised of +170 acres, 52 buildings, and more than six million gross square feet.

The unit employs approximately full-time, permanent staff.

Key Responsibilities

  • Oversees and has direct responsibility for a broad portfolio of deferred maintenance, capital renewal, minor capital, and energy efficiency projects including all phases of the project lifecycle (i.
  • e., planning, design, construction, occupancy / closeout, etc.,) through subordinate staff and directly for assigned projects

  • Determines labor resource assignments based on staff skill / expertise requirements, project priorities, schedule requirements, and resource availability.
  • Develops and recommends alternative solutions to ensure prioritized projects are resourced in a manner resulting in successful on time / on budget completion

  • Coordinates with the campus construction administrator and campus architect / deputy building official to determine the most appropriate delivery method for assigned projects
  • Directs design development (drawings and specifications) for the project portfolio. To include interface with architects, engineers, and other consultants, review of drawings and specifications, facilitating review by the campus deputy building official and required outside agencies, and other efforts necessary to gain approval and permits
  • Directs development of bid documents (specifications, drawings and other documents) in conjunction with architects, engineers and other consultants along with the campus construction administrator and campus deputy building official.
  • Submits bid documents for advertisement. Participates in review and bid award processes and facilitates execution of contracts

  • Monitors project progress ensuring compliance with plans, specifications, and schedule as well as tracking and controlling cost against the approved budget.
  • Ensures efficient management of project budgets with a focus on compliance, efficiency, transparency, and accountability.

    Prepares, analyzes and provides review of detailed cost estimates. Prepares progress reports

  • Oversees contracts associated with the project portfolio and directly for assigned projects. This includes contractor / consultant progress payments, field instructions, cost request bulletins, change order proposals, change orders, and other documents, as delegated.
  • Provides information and consults with the Senior Director- Maintenance & Operations and campus construction administrator where necessary

  • Develops and monitors project schedules to ensure adherence to contract requirements and minimize disruption to the campus.
  • Oversees and conducts schedule analysis working with direct reports and others to solve issues and challenges. Ensures project records and documentation clearly reflect activities to assist with delay or other claims

  • Conducts meetings necessary to manage the project portfolio with project stakeholders, university representatives, architects, engineers, general contractors, special consultants, California State University officials, and local, state and federal agencies having jurisdiction.
  • This includes coordination and management of all activities including coordination with the campus and stakeholders

  • Ensures projects are compliant with campus construction requirements as related to design, permitting, and code compliance as well as working closely with the campus construction administrator and campus deputy building official regarding issues or challenges which arise
  • Implements required inspections and testing for all projects are fully implemented. Receives and reviews reports coordinating with others as needed to resolve deficiencies.
  • Engages with direct reports, the campus deputy building official, and inspector of record to ensure robust implementation of inspection program

  • Analyzes contractor’s claims, develops University response, negotiates settlements, and recommends action for resolution to the Senior Director- Maintenance & Operations and campus construction administrator
  • Develops and oversees project close-out including agency approval, training, warranties, and certificate of completion, as-built records, and other requirements.
  • Oversees post construction phases as required by SUAM including the commissioning process

  • Ensures transfer of project information to other units within Facilities Development & Operation and the campus providing consistent transition between construction and operation / stewardship
  • Conducts post project assessments for all projects to determine overall project performance in relationship to objectives, budget, schedule, and compliance with applicable requirements
  • Leads physical asset management efforts including facility condition assessments and asset inventory programs leading to proactive and prioritized management of deferred maintenance and capital renewal needs
  • Directly responsible for development of deferred maintenance, infrastructure investment, and capital renewal multi-year plans using evidence-driven planning processes, strategies to maximize resources, and an approach ensuring timely and cost-effective implementation
  • Collaborates with the Planning, Design & Construction unit to ensure robust development of required campus or CSU submittals as related to the deferred and major maintenance, infrastructure, energy, and capital renewal project portfolio and associated funding requests
  • Collaborates with the Planning, Design & Construction unit in their efforts to maintain a current set of campus standards
  • Oversees and manages contractor laydown area assignments and sidewalk parking permit program. Ensures laydown closure areas or other disruptions are communicated on the department website
  • Leads where assigned and also participates in multidisciplinary department work groups focused on process improvement and documentation of project management procedures and guidelines
  • Oversees personnel management and administration direct reports including hiring, retention, performance, corrective and / or disciplinary action, and resolution of issues while working closely with the Senior Director, the Business & Administrative Services unit and University Personnel
  • Ensures implementation of broader FD&O employee engagement initiatives to improve employee satisfaction, inspire performance, and enable employee success
  • In partnership and collaboration with others, oversees employee onboarding, training and professional development programs, ongoing competency, and team development
  • Ensures proper application of collective bargaining agreements and University standards
  • Instills a University first, customer-focused approach amongst direct reports while creating and maintaining an inclusive and diverse work environment
  • Establishes performance requirements and personal development goals for direct reports including monitoring performance and coaching for improvement and development
  • Acts as a key department representative for the assigned area of work and initiates and maintains relationships within the Chancellor’s Office, department, and clients across the campus to advance funding and implementation of the project portfolio
  • Ensures a high level of responsiveness and communication so as to understand customer needs and maintain effective customer relationships.
  • Includes establishing a culture of customer service encouraging staff to be proactive and customer driven in their work efforts

  • Participates in department efforts to improve the customer experience and ease access to services and information utilizing both traditional and modern methods of communication
  • Advises the Senior Associate Vice President and Senior Director on situations which require political acumen and sensitivity.
  • Analyzes situations developing possible solutions and recommendations for consideration, implementing such where directed

  • Participates in relevant trade associations to remain current in industry best practices and serves on campus committees as assigned
  • Ensures unit compliance with all regulatory requirements of local, state and federal agencies having jurisdiction or authority over operational activities.
  • To include applicable University policies and standards

  • Ensure compliance with applicable safety policies and regulations as well as building and life safety codes, including that as required for construction projects
  • Assists in efforts to develop and maintain business continuity and operational response plans associated with short and long term emergencies
  • Serves as a primary department point of contact for campus emergencies including responding and managing efforts where assigned or requested
  • Knowledge, Skills & Abilities

  • Broad skills and advanced knowledge in construction project management which result in successful project performance related to scope identification, budget and schedule performance, and quality control
  • Thorough knowledge of construction project management practices required to plan, lead and oversee maintenance, repair, capital renewal and minor capital improvement projects.
  • To include in-depth knowledge of typical public works construction processes, and skill to manage all phases of the project lifecycle (planning, design and construction)

  • Experience and strong knowledge in the development and maintenance of a facility condition assessment program as well as deferred maintenance, infrastructure investment, and capital renewal plans
  • Strong knowledge of applicable state and federal codes and regulations pertaining to the construction industry including understanding of the California Building Code, the American with Disabilities Act and the Safety Orders of the Division of Industrial Safety for the State of California as such pertains to public works construction projects.
  • Ability to apply such knowledge successfully for assigned projects

  • Strong skills and knowledge in project scheduling required to run an efficient project. Ability to conduct in-depth analysis and review of complex project schedules to guide adjustment as needed to manage schedule and risk
  • Knowledge in the use of multiple project delivery methods (including design-bid-build, design-build, JOC, etc.,) and ability to recommend appropriate selection based on project plan
  • Demonstrated experience managing assigned projects within the approved scope and agreed upon schedule and budget expectations including creativity in managing difficult schedule and budget challenges toward successful resolution
  • Demonstrated financial management skills necessary to prepare, manage, oversee, track, and monitor detailed project budgets, evaluate independent cost estimates, and review, track and approve payment requests
  • Demonstrated experience and proven ability procuring, selecting, negotiating favorable terms, and managing consultants and contractors including maintaining compliance with the contract documents, scope of work, permitted plans, schedule, and budget
  • Demonstrated leadership and management skills with proven ability to organize and manage teams, including internal design and operations staff, external contractors and technical consultants
  • Knowledge and experience in the management of personnel including interacting effectively with direct reports, recruitment / onboarding, performance management, dispute resolution, and team development
  • Advanced skills and knowledge in the project cost estimating including creation of independent estimates and ability to analyze and review those submitted by others
  • Thorough analytical skills and experience necessary to implement quality control and inspection programs so as to ensure adherence to contract and regulatory requirements and assure a high level of quality control
  • Ability to effectively apply standards, guidelines, processes, procedures and terminology specific to the California State University.
  • To include the ability to conduct appropriate research and exercise independent judgment as necessary to ensure assigned projects are managed appropriately

  • Ability to read and understand proposals, plans, blueprints, process drawings, contracts, purchase orders, and specifications for all phases of construction
  • Experience effectively using personal computer software and electronic communications including geographical information systems (GIS), computer-based design and architectural applications, and project scheduling and management applications
  • Ability to implement a customer service approach, with a commitment to high ethical standards and to present work to a wide variety of audiences
  • Ability to take initiative and independently plan, organize, coordinate and perform work in various situations where numerous and diverse demands are involved
  • Ability to effectively interpret, organize and present information in written or presentation format and use consultative, collaborative and facilitation skills to obtain decisions required to move forward

  • Must be able to successfully complete the Defensive Driver Training Program provided by the State of California for CSU campuses and pass the course exam
  • Required Qualifications

  • Bachelor's degree in architecture, engineering, construction management or a related field OR which may be obtained through equivalent experience such as might be attained through five years of construction project management
  • Seven to ten years of demonstrated project management experience in a lead role for all phases of construction and / or utility infrastructure projects delivered within budget and schedule requirements
  • License

    A valid driver's license is required for this position. Out of state candidates selected for the position must obtain a State of California driver's license within 10 days of hire in accordance with the California Department of Motor Vehicles regulations.

    Once hired the employee must successfully complete the Defensive Driver Training Program provided by the State of California for California State University campuses.

    Preferred Qualifications

  • A Master’s degree in a related field
  • Professional license in mechanical, electrical, or civil engineering
  • Project Management Professional (PMP) certification as granted by the Project Management Institute
  • Certifications for code-related inspections as issued by the International Code Council
  • Five years of project management experience in a lead role for all phases of mid-sized to large construction projects within a commercial or public setting
  • Demonstrated experience managing construction projects for a State facility, College or University, or other multi-facility commercial complex
  • Experience working in a University setting

    Classification : Administrator III

    Hiring Range : Commensurate with experience
