    We are presently identifying candidates for the following position :

    Border and Ports Administrative Assistant Admin & Support II

  • This candidate will work with Dept. of State, International Narcotics and Law Enforcement (DOS-INL) in
  • San José, Costa Rica

    on the Central America Regional Security Initiative (CARSI) contract.

    The CARSI contract, one of the largest and most sophisticated multi-lateral security efforts in the world, provides funding for the US Government to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts.

    This initiative will focus on a series of Policing, Specialty, IT and Administrative roles. Requirements and responsibilities for this role are as follows :

    Minimum Qualifications

  • Local National
  • The candidate must be able to pass an ATSG background investigation to begin employment and must obtain and maintain a RSO certification to gain Embassy access and be eligible for continued employment.
  • Valid Costa Rican driver license B1
  • High School Diploma plus at least two years of university-level courses / credits earned.
  • English FSI level 3 / 3
  • Spanish FSI level 4 / 4
  • At least five (5) years of demonstrated progressive experience in administration and management (program management, procurement, accounting, or similar.)
  • Demonstrated analytical skills.
  • Knowledge of business and management principles involved in strategic planning.
  • Ability to perform unofficial translations of written documents into Spanish and English and to draft documents clearly and succinctly in English.
  • Demonstrated proficiency using Microsoft Office Suite, including Word and Excel.
  • Demonstrated experience in document control and on-line document record keeping.
  • Superior communication and interpersonal skills, with the ability to communicate information and ideas orally and in writing.
  • Demonstrated ability to work independently on projects and issues within overall policy guidelines.
  • Demonstrated communication and liaison skills to work with a wide variety of governmental, public, and private sector representatives and local community members and groups.

    Responsibilities

  • Providing administrative support to the INL Border and Ports program advisors, performing a variety of responsibilities, including complex paraprofessional and clerical assignments.
  • Providing information to Program Managers, Advisors, and Specialists to ensure program-essential equipment, services, supplies, and training requirements are obtained in a timely manner.
  • Working closely with the INL Procurement team to prepare procurement packages with corresponding support documentation, that can include, but is not limited to, creating Independent Government Cost Estimates (IGCE), collecting quotes, reviewing specifications, preparing Statements of Work or Performance Work Statements.
  • Maintaining up to date electronic files for each project as required by the INL Procurement team. Working in close coordination with the Contracting Officer Representative (COR) to monitor contractors’ progress and performance to ensure compliance with all contract terms and conditions.
  • Applicants must possess the years of specialized experience described below in administration, management, or procurement and be highly flexible and willing to work under conditions of ongoing change, while remaining professional and respectful of colleagues and authority in a diverse workforce.
  • To be successful as an Administrative Assistant, the candidate must be detail-oriented with strong teamwork and time-management skills.
  • The successful candidate must be capable of completing tasks with limited follow-up, while demonstrating strong logical and critical thinking skills.
  • The Administrative Assistant must maintain awareness of key issues pertaining to Costa Rica's efforts to strengthen its borders, ports, and immigration capacity.
  • The Administrative Assistant must be able to maintain regular contacts with working-level counterparts in the Costa Rican government, as needed, for administrative project support.
