BlueForce is seeking to hire a Comprehensive Police

Service Model (SIMEP) Advisor to support the US Department of State’s (DOS) Central

America Regional Security Initiative Program (CARSI) under the DOS Bureau of

International Narcotics and Law Enforcement Affairs (INL) Program.

POSITION DESCRIPTION

The Comprehensive Police Service Model (SIMEP) Advisor advises INL on the full range of support to assist INL to implement and institutionalize the Comprehensive Police Service Model (SIMEP) to include its three working areas (Quadrant Community Policing Plan, CompStat Accountability Measures, and IntelLed Policing / DATAPOL) in the Fuerza Publica.

MINIMUM QUALIFICATIONS

  • US Citizen, Third Country National (TCN) or Local National (LN with RSO approval)
  • MRPT Security Clearance
  • English FSI level 3 / 3
  • Spanish FSI level 4 / 4
  • Seven (7)years professional work experience with a U.S. Metropolitan Police Department or International Law Enforcement agency working in operational, investigative, and administrative areas;
  • or four years of professional work experience with a U.S. Metropolitan Police Department or International Law Enforcement agency working in operational, investigative, and administrative areas, with three years’ experience working overseas implementing programmatic activities for INL Post and / or Host Nation.

  • An undergraduate degree from an accredited college or university within the field of criminal justice, criminology, law, management / leadership, administration, education, or special certifications / qualifications making the candidate a SME in policing operational and certain organizational working areas.
  • Demonstrated experience in managing program resources.
  • Demonstrated ability to work independently on projects and issues within overall policy guidelines.
  • Demonstrated communication and liaison skills appropriate to work with a wide variety of governmental, public, and private sector representatives;
  • as well as with local community members and groups.

  • Demonstrated proficiency in Microsoft Office Suite.
  • PREFFERED QUALIFICATION

  • Demonstrated experience working as a law enforcement advisor with non-U.S. law enforcement agencies.
  • Demonstrated experience working in international police development and reform.
  • Previous experience working with Costa Rican law enforcement

    DUTIES AND RESPONSIBILITIES

  • Works closely with the US Embassy INL / Costa Rica PSC Police Advisor, the INL Coordinator, the Citizen Security Program Specialist (CSPS), Contracting Officer (CO), and Contracting Officer’s Representative (COR).
  • Maintains open, timely and effective communications with the CSPS and INL / Costa Rica Police Advisor on issues falling under the scope of work, resulting in a relationship that proactively addresses potential problems with flexible, workable solutions.
  • Keeps the INL PSC Police Advisor and INL Section informed of his / her activities through a Travel / Engagement Form and report on all travel activities in the Monthly and Quarterly Reports.
  • Assists INL to work with the INL / Costa Rica Police Advisor and Costa Rican Police Agencies to strengthen police reform areas worked on by INL / Costa Rica Security programs.
  • Assist INL to coordinate program development, implementation and reporting with other Costa Rican entities, INL advisors, and other advisors or contractors working for the INL program in Costa Rica and as appropriate, throughout the region.
  • Assist INL Posts in the creation of Police Reform implementation plans encompassing accountability mechanisms to ensure compliance with INL processes and procedures.
  • Assist INL during the implementation of Police Reform activities as well be available to INL Posts in providing proper evaluation and follow-up mechanisms.
  • Utilizing a Best Practices approach, assist INL Posts to identify system errors occurring in the legal, certain organizational, and operational policing frameworks, with the goal of guiding Post to enhance new laws, policies, procedures, and rules and regulations.
  • Review the organizational and operational capacities of the GoCR, including National police and municipalities. In consultation with the CSPS and Police Advisor, assist INL to develop management and operational plans that will promote effective community policing practices.
  • Assist INL to work with the FPCR to establish collaborative partnerships between the GOCR and the individuals and organizations they serve.
  • Assist in the preparation of quarterly and annual progress reports regarding each cantonment (precinct) project, as well as an annual strategic plan.
  • As a monitor only, attend meetings with U.S. and host government officials as requested, including the regional working group meetings.
  • Recommend to INL avenues for mid-course correction if a program is not achieving its goals.
  • Keep the CSPS, INL / CR Police Advisor, and other U.S. personnel, as appropriate, informed and briefed on all matters relating to project activities.
  • Assist INL in the development and administration of surveys that assess the impact of the INL sponsored programs and present statistical information that identifies the level of impact.
  • Travel with or without INL CSPS and the INL Police Advisor to various sites in Costa Rica to evaluate the progress of the SIMEP Model, and ongoing crime prevention and intervention programs and efforts.
  • Assist INL to advise GoCR administrators on use of the technological platforms at an operational level, and on police, legal and specific issues such as Internal Affairs.
  • Attend and monitor meetings, and report back to INL the results of those meetings, at managerial and operational levels, related to the SIMEP methodology.
  • Assist INL in the design of academic program curriculum for students of police schools, specifically related to the SIMEP methodology.
  • Assist INL to conduct and participate in different workshops, with personnel from different government institutions (Judicial Investigation Agency, General Prosecutor's Office of the Republic, Costa Rican Electricity Institute, Costa Rican Institute on Drugs, Ministry of Housing and Settlements, among others).
  • Assist INL to support the GoCR Department of Plans and Operations in the institutionalization of the SIMEP methodology.
  • The position is located in San Jose, Costa Rica.
  • Travel throughout Costa Rica and other international locations may be required.
  • MONTHLY : Provide a summary of relevant program activity, progress toward desired impacts, recommendations for advancing program and U.
  • S. objectives, project highlights, and other relevant significant information including metrics, milestones achieved, and other relevant statistical data.

  • QUARTERLY : Quarterly Reports, quantitative data, an analysis of program trends, and an update on progress toward INL’s desired outcomes and impact goals, noting challenges, successes, future plans, and recommendations to INL.
  • ANNUALLY : The candidate shall provide an annual report. This report shall be a summary of the last year, specifically an estimate of progress toward reaching the goal of turning over responsibility to the GoCR.
  • It should also detail the results of each projected output, outcome, performance measurement, and impact.

  • This position requires a work plan. The WP should :
  • Build on objectives outlined in this SOW and SIMEP program documents;
  • Be designed to achieve the key impacts that INL seeks to contribute to INL CCS and police reform and capacity building;
  • Include deliverables outlined in this SOW and any additional deliverables recommended by the Advisor, including a description of the proposed format of the deliverable and proposed delivery date(s).
  • Demonstrate how the proposed activities and deliverables contribute to achieving INL’s desired goals and impacts; subsequent reporting should track progress toward outputs, outcomes and desired impacts;
  • Contain all proposed activities, timelines, staffing and key benchmarks for addressing each deliverable.
