Cargill has established a ControlsCOE within the Controllers Organization.This Controls COE has developed a financial controls framework for highrisk financial controls that reduce the risk of financial misstatement inCargill’s consolidated financial statements.

Control owners and operators in the embedded A&F and CBS Financeorganizations will be responsible for executing the controls.

Cargill needs to ensure that thecontrols that are deployed within the CBS centers are operationalized with urgencyand with a high degree of quality.

TheControls COE will focus on the design of the controls, training, rolling outthe GRC tool, creating the self-assessment.

CBS Finance will focus onembedding, deploying the controls in the 6 centers and performing theself-assessment along with 1st level of internal monitoring of controls.

CBS Controls Tower will beresponsible to help deployment the control framework designed by the ControlsCOE team and then perform independent monitoring of the control framework embedby CBS Finance.

The Control Framework Regional Leadwill be responsible to ensure deployment of the control framework with the teamfor a region.

Also responsible for all other activities that are performed bythe Controls Team at the CBS centers. The Regional Lead will have to

1.Bea custodian for the internal audit issues resolution process.

2.Designmethodologies and execute the testing of the control framework.

3.Designprocesses to ensure the self-assessment process is effective.

4.Designtraining programs and awareness campaigns on the importance of controls and itsexecution.

5.Designprocess of monitoring the outcome of testing the control framework consolidation of results, evaluation of the control environment and arriving atthe reportable control failures.

All the above activities would donewith a team for a particular region. Overall the Control Framework RegionalLead will be responsible to provide an assurance on the control environmentthrough the control framework.

Principal Accountabilities :

40%Monitoring the control framework

Independent Monitoring of controlframework :

  • Setup a process to develop the control test procedures (audit program for testingof controls)
  • Reviewcontrol test procedures drafted by the team and ensure they are effective totest mitigation to risk
  • Qualityreview control tests by the team members to ensure that the control tests areperformed with reperformance standards and are effective in checking theoperating effectiveness of the controls
  • Reviewand guide the team to design sampling methodologies based on the data available
  • Responsibleto ensure that all control issues have remediation plans and are also followedup for closure by the team.
  • Self-Assessment in GRC :

  • Conductthe quarterly self assessment for the region and ensure timely completion
  • Campaignand train control owners for completion of the self assessment
  • Responsibleto ensure certification in GRC Archer as Controls Risk Lead are performed ontime by the team. Evaluate with the team that the certification
  • Supportcontrol owners to assess control failures and help document the action plans
  • 40% Team Management &Stakeholder Management

  • Asan expert in Controls Domain ensure quality of controls monitoring anddeployment
  • Isthe single touch point of contact and escalation for all activities of CBSControl Framework Specialists
  • Managework allocation within team.
  • 10%Deploying matrices, policies and procedures

  • Monitorand groom team members during deploying Control framework.
  • Deployand train CBS Finance operations teams on new policies and procedures providedby the control teams
  • Guidanceand mentoring the team to ensure that risks and controls are identified duringthe deployment of the control framework.
  • 10% Corporate Audit Process :

  • Designand implement the process of internal audit issues tracking, reporting andfollow up for the region.
  • Oversightof the audit issues resolution and to ensure that we have escalations at theright time if the issues are not getting resolved.
  • Quality review of the audit issues that are reported as resolved to ensure asustainability.
  • Qualifications

    Minimum Required Qualifications :

  • 7-12years of experience in audits and internal controls and COSO. Experienceidentifying internal control gaps and inefficiencies and documenting internalcontrol design
  • Provenability to assess risks and controls and identify opportunities for improvement
  • Experiencein implementing the process for designing control tests and performance ofcontrol tests
  • Experienceis management of the internal audit issues and its resolution.
  • Demonstratedability to make sound decisions and take initiative
  • Strongindependent problem solving and analytical skills
  • Provenability to manage multiple priorities and projects
  • Stronginterpersonal, written and verbal communication skills
  • Abilityto interact with and influence multiple levels of an organization
  • Portuguese
  • Preferred Qualifications :

  • Experiencein working with testing / evaluating financial control framework (SOX)environment.
  • Successfuldeployment and management of SOX controls in a public company.
  • PriorBig 4 or similar experience in audit or consulting.
  • Experienceof working in shared service operations.
  • Experiencein managing stakeholders at a global level.
  • Possessappropriate knowledge and technical proficiency in financial and accountingareas together with having good systems understanding
  • Experienceworking across countries and cultures.
  • WorkingKnowledge of ERP (JDE / SAP)
  • Endto end process knowledge on RTR, PRTP, OTSC and others.
