Main Responsibilities :

  • Responsible for the timely execution of the Financial Management project contract, including progress monitoring and provision of all deliverables included in the contract.
  • Acts as a counterpart of the functional leaders of the project, providing support on issues of understanding functional requirements and for the correct parameterization of the solution.
  • Advises in the analysis for parameterization and in instances of understanding, taking as input the functional requirements, current regulations, and best practices in public financial administration.
  • Performs peer reviews of specifications in understanding and parameterization stages.
  • Ensures that the functional specifications for the developments or extensions necessary for the solution to comply with the specifications are carried out with due quality.
  • Ensures that the necessary tests are performed on the developments delivered by the technical team.
  • Leads functional test planning and execution.
  • Ensures the correct implementation of end-to-end processes.
  • Review functional deliverables and ensure their quality.
  • Qualifications :

  • Professional degree or academic degree in areas related to Economics, Business Administration, Engineering, or Information Technology or equivalent.
  • At least 10 years of professional experience.
  • At least 3 years of experience as a leader or functional consultant in financial administration in the Public Sector.
  • International experience as a functional consultant in at least one Financial Administration project in the Public Sector.
  • At least 5 years of experience as Senior Consultant, functional leader or manager, in projects related to Public Financial Administration, coordinating with senior levels of the counterpart, related to any of the following areas of the Financial Administration system : Budget, Treasury, Public Credit or Accounting.
  • Experience as a Consultant, Functional Leader, Functional Coordinator or similar, in at least 2 projects of at least 10 months duration with the offered COTS product, related to any of the following areas of the Financial Administration system : Budget, Treasury, Public Credit or Accounting.
  • Must have excellent oral and written communication skills in Spanish and English .
