Habitat for Humanity International (HFHI) is currently seeking a talented professional for the role of an Area Finance Director Latin America & Caribbean .

The Area Finance Director LAC has responsibility for financial oversight of LAC branches and financial oversight and advisory role with self-governing national organizations.

This position also plays a key role as member of the Area Management Team and being main leader of area office finance staff.

This position is located at our area office in San Jose, Costa Rica.

Key Responsibilities :

Business Development (20%)

  • Support budgeting and planning efforts for new bids including template development, budget reviews and workforce deployment / planning to allow for adequate capacity in the field.
  • Provide financial support and technical expertise to branches or self-governing national offices with active grants funded by institutional donors (EU, USAID, etc.)
  • Coordinate with Global FOI to support the Go / No Go process for new opportunities including the evaluation of financial management capacity at regional, national and project levels, implications on match funding requirements and multi-year financial health of the entities involved.
  • Provide leadership to the Area Management Team and coordinate with different departments in HQ the implementation of Global initiatives in LAC region (25%)

  • Attend regular meetings of the Area Management Team serving as Financial advisor for strategic decisions at the Regional level.
  • Attend Regular meetings of International finance group lead by the VP of Finance in HQ.
  • Coordinate with Governance, Risk and Compliance department (GRC) the process for Risk Management at the Regional level, ensuring the necessary actions are taking place for Risk Management in LAC.
  • Coordinate with GCDR to ensure proper collaboration and coordination for Grants implemented by the countries in LAC Region, to ensure Donor compliance and good standing in financial management.
  • Serve as a key player for the Area Office Planning, ensuring alignment with annual Divisional Objectives develop by HFHI senior leaders.
  • Working closely with AVP for annual Unrestricted allocations including regular monitoring to ensure is used according to plan.

    Talent Management and Capacity Building (15%)

  • Manage the LAC finance and administration team including performance management, job planning, coaching and day to day oversight in line with Habitat standards.
  • Support the recruitment and selection of key financial management talent at the Area Office and at the branches or consolidated entities.
  • Finance and Office Operations of LAC Area Office (40%)

  • Provide overall management of LAC AO financial operations.
  • Serve as Liaison contact with the Legal dispatch for any Legal services needed in the region.
  • Ensure compliant local reporting for LAC Area Office.
  • In coordination with the HR Director provide support and oversight in the preparation of Payroll for local hires and ensuring compliance with statutory deductions required by local government of the Area Office location.
  • Supervise, coordinate the Area Office annual Budget process jointly with the Finance, Planning & Analysis department, and ensuring AO Department adhere to the process of procedures for preparing and controlling the annual budget.
  • Plan and coordinate the annual external audit of the Area Office and ensure Branches in the region compliance with external audit procedures for consolidation with HFHI.
  • Coordinate the internal audit of LAC AO and Countries within the region.
  • Oversee LAC AO procurement process, ensuring are adhered to HFHI Procurement policy.
  • Oversee implementation of internal financial controls and procedures in LAC region.
  • Oversee the process of quarterly financial information review to the countries in the region, rating the countries according to the Financial Indicators policy.
  • Supervise the process for generating quarterly reports of the National Organizations and Branches, consolidating their financials in the Simplified Management Reporting System (SMRS).
  • Oversee office operations and related administrative staff.
  • Support the Branch Offices in planning and budgeting (POA) efforts for annual and multi-annual planning including project-based budgeting, pipeline evaluation and match funding requirements at Country, Regional and Area Office level.
  • Requirements :

  • Bachelor’s degree in Finance or Business Administration or related field of study.
  • 8-10 years of related finance experience, preferably within an INGO or international organization.
  • Robust knowledge of the Latin American & Caribbean context.
  • Experience with budget preparation / compilation.
  • Experience within a federated network, preferably within a regional office.
  • Grant management and experience with large institutional donor funding (e.g. USAID, DFID, World Bank).
  • Strong technical / system skills including enterprise scale accounting packages (Sun, SAP, Navision or equivalent), advanced Excel and designing financial reports.
  • Fluency in Spanish and English, both oral and written.
