Description : Independent Compliance Risk Management (ICRM) is a global organization of over 2,400 professionals covering Citi’s global businesses striving to be the best for our clients.

  • ICRM facilitates responsible finance with objectives to : i) Drive and embed a risk culture throughout the organization;
  • ii) Maintain a framework that provides reasonable assurance and facilitates firm-wide compliance with local, national, or cross-

    border laws, rules, regulations, Citi’s internal policies and procedures, and relevant standards of conduct; and iii) Protect Citi’s reputation by managing compliance risk across products, business lines, and geographies, supported by globally consistent systems and processes.

    Compliance Risk is defined as the risk arising from violations of, or non-conformance with, local, national, or cross-border laws, rules, or regulations, Citi’s internal policies and procedures, and relevant standards of conduct.

    The LATAM ICRM Cross Border Data Clearance (CBDC) Hub team centralizes the compliance review of initiatives with cross-border data transfer requirements related to data privacy, bank secrecy, data localization and outsourcing.

    The Data Transfer Compliance Officer, acting on behalf of the LATAM Country Compliance Officers, and following an agreed engagement model, provides support to and proactive engagement with initiative owners, including offering credible challenge, and timely and proactive escalation of issues and reporting, as appropriate, as initiatives progress through the CBDC clearance process.

    The Data Transfer Compliance Officer reports directly to the Senior Data Transfer Compliance Officer and will work closely with the LATAM Country Compliance Officers, the Chief Privacy Office (CPO), and other ICRM CBDC Hubs.

    Key Responsibilities Governance and Organization :

  • Enhancing Governance : Act as a subject matter expert and advisor, providing initiative owners with insight and practical solutions as well as credible challenge to improve the cross border data control culture and risk environment.
  • Key Responsibilities Compliance Risk Culture :

  • Stakeholder Support and Relationships : Developing relationships with key stakeholders outlined above. Proactively anticipating and helping the Initiative Owners with changes in the compliance and / or regulatory environment impacting the CBDC process.
  • Providing support on cross border data requirements interpretation and exposure. Building and maintaining strong relationships with CBDC Operations and other stakeholders to create a supportive and seamless cross border data compliance and control culture and an appropriate risk environment.

    Key Responsibilities Processes and Activities :

  • Timely compliance review and clearance of CBAT initiatives for assigned LATAM Countries.
  • Participate in implementing performance measurement and key performance indicator reporting and metrics as required by businesses and functions engaged in CBDC activity in order to raise awareness of key risk areas.
  • Preparation of materials for reporting purposes.

  • Independent Compliance Risk Management : Support the Senior Data Transfer Compliance Officer in managing requirements, laws and regulations, and global Citi policies, standards, and procedures applicable to the LATAM ICRM CBDC Hub.
  • Document and maintain inventory of agreed country engagement model. Providing clear, timely and invaluable advice and guidance to Initiative Owners on cross border data compliance matters.

    Identifying potential areas of compliance risk or vulnerability.

    Qualifications :

  • At least 3-5 years of experience working in Compliance or data privacy related function in the financial services industry, preferably in banking and insurance.
  • The individual should have the ability to independently challenge, when needed, while at the same time being supportive and solution-
  • based and not being perceived as obstructive.

  • Strong communication and interpersonal skills with the ability to effectively communicate the ICRM vision to various stakeholder groups.
  • Strong relationship management and influencing skills are essential.
  • Highly organized and detail-oriented with the ability to multitask and manage multiple requirements.
  • Excellent execution, time management, and planning and organizational skills with a strong follow through discipline.
  • A self-aware, self-confident individual who is able to work as a team member, and who is also able to work closely with remote teams.
  • Ability to interact, build and cultivate strong partnerships with a variety of stakeholders at all levels and across different geographies / functions / products / roles / seniorities.
  • Knowledge of cross-border data requirements such as data privacy, bank secrecy and outsourcing in LATAM is an advantage.
  • Bachelor’s degree / University level education preferred, however exceptional candidates who do not meet the criteria may be considered for the role provided they have the necessary skills and experience.
