Job Summary : PADF is recruiting a Project Director for an anticipated Department of State-funded project focused on Benefiting Venezuelan Refugees and Migrants in Costa Rica.
The Project Director will likely be based in San Jose, but PADF expects candidate to cover other territories as needed. The Project Director will provide overall leadership and technical direction for the project and will oversee any PADF staff hired for the project.

Major Duties and Responsibilities :
Lead implementation of an anticipated one-year project to assist Venezuelan refugees and migrants.
Manage a small team of staff, possibly remotely in other locations in Costa Rica.
Provide strategic and technical guidance for the completion of program activities.
Coordinate closely with international organizations and Costa Rican government agencies.
Oversee possible subawards to local Costa Rican organizations.
Conduct periodic field visits to various key and border territories
Ensure that benchmarks, performance goals, and indicators are monitored and achieved.
Be responsible for submission of high-quality written reports on program activities capturing impacts related to all activities.
Perform strategic, financial, and operational planning, including work planning, forecasting, and ensuring project compliance with all contractual reporting and financial requirements of the Department of State.
Foster partnerships and alliances to leverage additional funds and support for program activities.
Facilitate clear communication channels within the team and maintain communication with PADF regional offices or Washington, DC, headquarters as required.
Education, Experience and Other Qualifications :
Master’s degree in international affairs / development, law, human rights, immigration / migration, public administration, refugee issues, or similar.
Minimum of 10 years of relevant experience in refugees / migrants, human rights, immigration, humanitarian assistance, or similar field.
Experience managing or implementing projects focused on refugees and / or migrants. Previous work with UNHCR, Department of State, or similar international agencies and organizations preferred.
Previous experience working or coordinating with government agencies preferred.
Full professional fluency in Spanish is required. Fluency in English preferred.
Excellent written and oral communications skills.
Understanding of the current political and social contexts in Costa Rica and Venezuela.
Excellent interpersonal skills, including demonstrated leadership and team building with staff and partners at all levels.
Ability to prioritize, handle multiple tasks, and meet deadlines.
High level of maturity, good judgement, flexibility, and integrity of character.
Excellent troubleshooting and problem-solving skills.
