This position covers 2 phases where in the first phase of project implementation (prior go-live) is responsible for process documentation, training, IT systems testing and secure operational compliance with customs.
In the second phase, the position is responsible for deploying the cargo control function.

Learn all operational planning requirements and processes to ensure compliance with competent authorities (mainly customs)
Document cargo control processes and SOPs for new internal and external parties
Work alongside with the planning, IT and technical teams to design and execute the Lab System testing interactions
Get advanced Terminal Operations System (TOS) knowledge to become a proficient and certified trainer
Plan and execute training plan jointly with the planning / training manager
Provide improvement opportunities to maximize cargo control processes

Act as a communication link between shipping lines, vessel planners and authorities (mainly customs)
Ensure consistency of treatment among shipping clients regarding cargo delivery deadlines and cargo prioritization.
Deliver terminal pre billing information, and terminal report to stakeholders.
Position is responsible for the successful processing of the discharge and load lists for all vessels.
Ensure that operating and reporting systems are updated with error free information for every vessel.
Follow up with the cargo control clerks on the progress of load-lists. Ensure that the load-lists are finalized in time prior to the vessel ETA.
Clarify issues with the shipping lines and authorities to mitigate disputes.
Interact closely with the vessel planners and shipping lines regarding additional changes after set cut-off time has passed.
Investigate and document service failures, and report them to the appropriate parties.
Respond to inquiries related to Terminal Departure Reports for vessels no longer at berth.
Measure and report the performance versus standards for the terminal and the shipping line with regard to compliance with the terms of the service agreement.
Monitor vessel schedules on daily basis.
Interact closely with the vessel planners, authorities and shipping lines regarding additional changes after set cut-off time has passed.
Ensure a timely delivery of Terminal Report per vessel call, and prepare pre billing file.
Other duties as assigned.

Be a responsible individual for Terminal safety.
Ensure compliance to APM Terminals’ safety standards and policies in cooperation with our on-site HSSE colleagues.
We are looking for
Requires a bachelor degree in Costa Rican customs administration with a valid license in customs brokerage
Requires at least five years of experience in port operations environment.
Requires general knowledge of vessel berthing and load / discharge regulations
Requires ability to use computerized vessel operation software system(s).
Must be proficient in desktop computer software programs, such as MS Office 2013, and other software programs for specific cargo planning purposes.
Has familiarity with the strict implementation of international standards of safe working practices within terminal operations.
