    We are presently identifying candidates for the following position :

    Citizen Security Administrative Assistant Admin & Support II (CARSI Costa Rica)

  • This candidate will work with Dept. of State, International Narcotics and Law Enforcement (DOS-INL) in
  • San Jose, Costa Rica

    on the Central America Regional Security Initiative (CARSI) contract.

    The CARSI contract, one of the largest and most sophisticated multi-lateral security efforts in the world, provides funding for the US Government to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts.

    This initiative will focus on a series of Policing, Specialty, IT and Administrative roles. Requirements and responsibilities for this role are as follows :

    Minimum Qualifications

  • Local National
  • The candidate must be able to pass an ATSG background investigation to begin employment and must obtain and maintain a RSO certification to gain Embassy access and be eligible for continued employment.
  • Valid Costa Rican driver license B1
  • High School Diploma plus at least two years of university-level courses / credits earned.
  • English FSI level 3 / 3
  • Spanish FSI level 4 / 4
  • At least five (5) years of demonstrated progressive experience in administration and management (program management, procurement, accounting, or similar.)
  • Demonstrated analytical skills.
  • Knowledge of business and management principles involved in strategic planning.
  • Ability to perform unofficial translations of written documents into Spanish and English and to draft documents clearly and succinctly in English.
  • Demonstrated proficiency using Microsoft Office Suite, including Word and Excel.
  • Demonstrated experience in document control and on-line document record keeping.
  • Superior communication and interpersonal skills, with the ability to communicate information and ideas orally and in writing.
  • Demonstrated ability to work independently on projects and issues within overall policy guidelines.
  • Demonstrated communication and liaison skills to work with a wide variety of governmental, public, and private sector representatives and local community members and groups.

    Responsibilities

  • Maintain close communication and working relationships with the INL Acquisition team to ensure program-essential equipment / services / supplies and training requirements are obtained in a timely manner to guarantee successful project implementation.
  • Assist in the preparation of procurement packages to be submitted into ARIBA system with corresponding support documentation, including, but not limited to, ICGE, quotes, specifications, SOW, PWS, etc.
  • Assist in reviewing procurement requests and statements of work (SOW) for accuracy and technical specifications, ensuring the requesting office provides sufficient information to make successful purchases and request information when adjustments or modifications are needed.
  • Keep comprehensive and accurate files for each project as required by the INL Acquisitions team such as : electronic files, database updates, and hard copies of documents, including sows, pwss, communications, donation letters, receipt inspection reports (rirs), market research, cost constructs, and other documents as required, and maintain files in ARIBA
  • Prepare official correspondence as needed in both English and Spanish for project purposes; assist with EUM (End User Monitoring) record keeping in coordination with the INL Procurement Team and consistent with policies established by the Federal Acquisition Regulations (FAR).
  • Assist with Data Entry in the following systems : GTTS, Monday app and Vetting forms; revise donation requests requisites (check that the oficio and quotes meet the INL requirements;
  • assist with donations delivery coordination and follow up on donation letters signature (end users).

  • Assist with Motor pool request; assist with Express Travel input to coordinate logistics for travel and training.
  • The assistant will provide support, coordination, and compliance with requirements for training and travel as needed.
  • The incumbent will perform a wide range of administrative functions to help ensure programmatic success of INL / CR Citizen Security program, maintains an awareness of key issues pertaining to Costa Rica's municipalities and efforts to expand Sembremos Seguridad countrywide, and maintains regular contacts with working-level officials as needed for project support.
  • The incumbent will need to be highly flexible and willing to work under conditions of ongoing change, while remaining professional and respectful of colleagues and authority in a diverse workforce.
  • The incumbent is able to prioritize and complete tasks within limited follow-up by the supervisor, while also filling in gaps as needed to ensure the team’s timely response to tasks.
