    Mayor Sam Liccardo took office in January 2015 on a platform to improve publicsafety, to build shared prosperity, and to drive innovation in City Hall.

    The Technology & Innovation PolicyAdvisor will be an integral part of the Mayor’s staff and will report to theChief Innovation Officer who leads the Mayor’s Office of Science and Technology(MOTI).

    The Mayor released a Smart CityVision for San José in March 2016.Thisdocument laid out an ambitious vision around using technology to serve ourresidents better to build a safe, inclusive, user-friendly, sustainable citywhere the most innovative technology is tested in our urban landscape tobenefit our residents.

    The Mayor’s Office of Technology and Innovation is charged with making San José the most innovative city in America. Current projects in this portfolio include bridgingthe digital divide, autonomous vehicles, Internet of Things, broadbandinvestment, and making city services more user-friendly for residents.

    In the coming months, we will push forwardwith advancing digital inclusion, release a city-wide privacy policy, develop digitalinitiatives for improved city services to our residents, launch a chatbot pilotfor the city website to more effectively interact with our residents, and beginwork on addressing the homelessness crisis.

    Going forward, MOTI will continue exploring new emerging technologies forCity Hall to better serve our residents.

    Positions & Duties

    The Officeof Mayor Sam Liccardo is seeking a creative and energetic individual who ispassionate about applying innovative technology to better serve our communityand to advance the Mayor’s vision for San José.

    This individual will join a small,dynamic Technology and Innovation team that is responsible for executing andbuilding upon the Mayor’s Smart City vision.

    The new Technology & InnovationPolicy Advisor can expect the following duties :

    Technology & Innovation Initiatives

  • Managing high priority, timesensitive projects and working cross-functionally with city staff to ensureeffective planning and implementation of the Mayor’s Smart City vision
  • Tracking, coordinating, driving,and championing high-profile public-private partnerships, involving technology,non-profit, academic, and government stakeholders
  • Contributing to the exploration ofnew smart city initiatives and technology partnerships, to involve research, interviews / engagement,market mapping, analysis, and presentation
  • Meeting with civic technologyvendors, investors, researchers, and thought leaders to develop relationships,to maintain overall awareness, and to vet pitches for the Chief InnovationOfficer
  • Managing, supporting, and engagingwith high-level advisory boards with executives from leading technology companiesas well as government leaders in Silicon Valley
  • Technology Policy & Community Engagement

  • Writing, editing, and presenting awide variety of policy briefs related to emerging technologies and trends (i.e.broadband, 5G, privacy, robotics, autonomous vehicles, net neutrality,artificial intelligence / machine learning, big data, etc.)
  • Managing and contributing on socialmedia, blogs, and other platforms to drive community awareness and engagement highlightingcore partners, project milestones, and new MOTI initiatives
  • Producing MOTI-related marketingmaterials and briefing assets (i.e. print collateral, PowerPoint decks,infographics, website management, other multimedia formats, etc.)
  • Conducting and executing a pressand public outreach plan to promote the Mayor’s visibility on technology policyissues
  • Attending conferences andtechnology-related events as needed (and if feasible)
  • Support to the Mayor’s Office and City Manager’sOffice

  • Staffing the Mayor and ChiefInnovation Officer at community, press, and ad hoc events
  • Analyzing city staff memos and preparingbriefings for the Mayor in advance of committee meetings for pressingcity-wide initiatives, including crisis response
  • Cultivating other externalpartnerships and relationships to advance the goals of the Mayor’s policy agenda
  • Working with universities and youngprofessionals to create partnerships for city projects
  • Supporting fundraising efforts,including high-profile events with community leaders
  • Thisposition will also be tasked with staffing the Mayor and other City officialsat relevant meetings and events, requiring availability on evenings andweekends.

    As exempt managementemployees, this position is not eligible for overtime compensation.

    Qualifications

    1. Education : Ideally a Master’s Degree, at minimum a Bachelor’s Degree, from an accreditedcollege or university, preferably in the field of STEM, Public Policy,Political Science, Economics, Business, or a related field.

    2. Experience : At least two (2) to four (4) years of professional experience in a positionwith responsibilities and skills similar to the duties listed above.

    Real-worldexperience in technology, startups, venture capital, management consulting,academia / research, digital marketing, and / or government is highly-desirable.

    Note : Completion of a post-graduate degreeor relevant fellowship / internships will be considered).

    3. EmploymentEligibility : Federal law requires all employees to provide verification oftheir eligibility to work in this country.

    4. Licenses or Certificates : Valid California Driver's License may be required.

  • Strong project management skills workingon complex, multi-phased projects with several stakeholders as well as exposureto digital project management tools
  • An understanding of governmentprocesses and an appreciation for navigating complex bureaucracies andaligning / focusing different perspectives
