This position is responsible for supporting the growth and development of Habitat for Humanity’s land and urban programs for housing in Latin America and the Caribbean.
The Land and Urban Programs Manager will provide technical assistance and capacity building to HFH National Organizations and partners in programmatic design and implementation of urban housing programs, land management and urban planning, urban local finance, land based financing and real estate strategies or other financing mechanisms for social housing and neighborhood improvement, that allow more conducive conditions for slum upgrading, and social urban housing programs that improve housing affordability and accessibility for the poor and most vulnerable;
ultimately contributing to built more equitable, resilient, sustainable and inclusive settlements and cities.Essential Duties and Responsibilities : LAC Urban Strategy Leadership (15%)
Lead the development and implementation of the LAC urban strategy, in alignment with other Area and global strategies and priorities;
the strategy should include attention to : adequate housing, access to land for housing, land tenure, infrastructure services, access to livelihoods opportunities, access to urban housing financing mechanisms, and access to urban functions and facilities.
Identify strategic partnership models that complement HFH roles and enable the achievement of holistic urban settlements development solutions around housing that include community formation, social transformation, health, education and livelihoods, and access to adequate financing mechanisms, etc.
Provide technical advice and guidance to National Offices in developing national urban housing programs and / or strategies
Collaborate with other LAC staff / teams to ensure that urban housing programming issues are integrated through functional areas (such as disaster response and risk reduction, WASH, advocacy, market development, technology solutions, MEAL, FOI, Corporations, and etc.)
Contribute to communication and change management processes to support implementation of a regional urban strategyFund raising, Program development and structuring (20%) :
Support identification of funding opportunities in collaboration with the AO and global Resource Development teams for potential land and urban housing programs
Support proposal development, specifically around the conceptual program strategy, the MEAL strategy and the project implementation model.
Ensure effective and comprehensive design and financial structuring of urban land, housing and settlements programs and projects integrating social, technical, institutional, environmental and financial aspects.
Supervise overall work plans, MEAL plans, and general program budgets in the proposal development process to ensure reasonable time and resources for the successful implementation and achievement of resultsProject Management and Implementation (20%)
Technical Assistance - Provide technical assistance and implementation support to NOs, the Government, project partners and key stakeholders to ensure successful implementation of urban housing projects and programs, inclusive of :
o Bring the support of HFH SMEs along the project cycle to contribute their technical advise in areas (such as disaster response and risk reduction, WASH, advocacy, market development, technology solutions, MEAL, etc).
as required to ensure successful implementation of the project
o Engage with other HFH SMEs as required by the specifics of the project to contribute their specific expertise along the project cycle, for instance in : disaster response and risk reduction, WASH, advocacy, market development, technology solutions, MEAL, etc.
o Manage project resources through technical guidance, ongoing quality and cost control, oversight and support, and resource mobilization activities as needed.
o Coordinate execution of overall work plans, MEAL plans, and general program budgets.
o Prepare relevant documentation and reports related to projects.
o Initiate recruitment of staff
o Liaise with partners to ensure quality and timely delivery of Habitat's projects and programs.
Internal and external liaison and coordination and Outreach (10%) :
Establish working relations with the respective LAC SMEs in the AO and develop clear programmatic connections and entry points between WASH, DRRR, Technology Solutions, Advocacy, and Market Development strategies that can be linked to urban housing programs.
Act as a strategic regional focal point for land and urban programming connecting NOs, the Global Funding network offices, the Global FOI team and the Global Urban Community of Practice for mutual support in fund raising and land & urban program design.
Participate and actively engage in HFHI forums, working groups and networks related to land & urban housing programs.Build regional capacity for improved land and urban management (20%).
Support and advise NOs in the recruitment, orientation and training of suitably qualified and experienced staff to implement land and urban housing programs;
provide ongoing support to those staff.
Assist in the coordination and facilitation of learning events or workshops and seminars linked to urban programming issues
Provide quality technical support and advise to NOs or partner practitioner’s as they try to implement new programming approaches, models or tools.
Supervise and provide technical support to NOs in complying with those Standards of Excellence more connected to land and urban housing programming.
Review and analyze issues, trends and development frameworks in land and urban development within the region; and lead and coordinate research activities related to the development of appropriate land and urban housing and settlements models and programs
Document and disseminate learnings, research material, and programming resources through the LAC region, working with the HFHI global urban team;
and encourage national organizations to contribute to the global urban programs’ community of practice
Coordinate the regional community of practice on land and urban programs amongst committed NOs to review adapt, and pilot new land, housing, or urban programming tools and models.
Provide support in the design, implementation or supervision of MEAL strategies to draw lessons from innovative and scalable models on land and urban housing and settlements interventions or programs.Minimum Requirements :
Education : post graduate degree in Architecture, Economics, Sociology, other, with specialization in Land, Housing or Urban Development related field.
Years of Related Experience : At least 10 years in land, housing or urban development roles.
sound working knowledge of low-cost urban planning, land markets and institutional frameworks
Fully bilingual English - Spanish.
Knowledge and experience in countries throughout Latin America and the Caribbean.
