Under the overall authority of the Assistant Director-General for Culture and the direct supervision of the Director of the UNESCO San José Office, as well as in concertation with the Programme Specialist of the Regional Bureau for Culture in Latin America and in the Caribbean in Havana, the incumbent ensures the design, implementation and monitoring of the activities carried out under the Major Programme IV (Culture) in the countries covered by the Office, i.
e. Costa Rica, El Salvador, Guatemala, Honduras, Mexico, Nicaragua, and Panama in the context of internationally agreed development goals, including the 2030 Agenda for Sustainable Development.
The incumbent contributes to the coordination of UNESCO's projects and activities in the field of culture in the region and is also responsible for ensuring UNESCO's contribution to the Delivering as One exercise in the field of culture in Costa Rica, El Salvador, Honduras, Nicaragua, and Panama, with priority to the inter-
agency work and positioning UNESCO in the United Nations Development Assistance Framework (UNDAF) 2018-2022 for Costa Rica and the National Pact for the Sustainable Development Goals.
In particular, the incumbent will :
Ensure the planning, management, implementation and monitoring of the Culture programme and operational projects in line with the strategies and priorities of the Culture Sector and the UN strategic countries' instruments.
Contribute to the development of culture and all the conventions-related activities, Creative Cities, etc., financed under both regular programme and extrabudgetary resources.
In collaboration with Culture Programme Specialists at Headquarters and Havana, contribute to the development of the countries' policy making by providing technical advice and recommendations to the Ministries of Culture and the Central American Integration System (SICA), establishing appropriate activities to promote culture as a tool for development, promote and support national capacity building in all the key areas of culture, and promote ratification and implementation of all cultural conventions.
Develop and maintain relationships with the countries' national government, concerned national / local authorities, as well as donors and other national and international partners in the field of culture.
Identify, design and implement extrabudgetary projects to reinforce the Regular Programme, mobilize extrabudgetary resources and partnerships, including with civil society organizations and the private sector.
Draft official correspondence, project proposals and reports to facilitate the evaluation of results.
Participate in joint programming exercises towards the 2030 Agenda, within the UN Reform and 'Delivering as One', such as the Common Country Assessment (CCA), the Mainstreaming, Acceleration and Policy Support (MAPS), the Capacity for Disaster Reduction Initiative (CADRI), and the United Nations Development Assistance Framework (UNDAF) by providing professional inputs, support and advice to the UN Country, as well as participating in meetings in support of the implementation of the National Development Stratégies.
Advanced university degree (Master’s or equivalent) in the field of cultural studies or a related discipline.
Skills and competencies
Excellent knowledge of English and very good knowledge of Spanish.
Relevant training in the field of culture.
Professional experience in the United Nations System.
